AICTE Norms & Role of Technical Staff :

In Technical Education, practical training and developing expertise in application of the theoretical knowledge has a great importance. Engineering is an art of applied sciences, more precisely, an applied knowledge through practical, where the Technical Staff plays crucial job in the Computer Centers /Laboratories/ Workshops etc.

As industries need engineers with sound practical back ground, Technical Staff plays a key role in capacity building of the engineering graduates. Practical Training and Demonstration is a base of an Engineering Education, where Technical Staff, also plays significant role in teaching process parallel with the teachers. Such staff, apart from assisting in laboratory experimentation and workshop practice, is also the ones who are primarily responsible for the maintenance of laboratory apparatus, measuring instruments and workshop equipment.

The purpose of the Technical Staff in the Engineering institutes is to support the process of transformation of technical skills among the students (Teachers’ role) and also to provide support to the faculty, staff and any other constituents of the institutes. These services include supporting classrooms, laboratories, offices, and any other technical services that are deemed necessary.

Present Status of Technical Staff : In the present education system, in schools, colleges, institutes and universities only classroom teachers and students are at the centre of concentration of all. The curtain raisers, human resource (other than teachers) serving in these institutes are overlooked all the way, as if they are not essential part of the education system. The non-teaching supporting staff includes both technical and administrative staff. Of these, it is the technical supporting staff which has a more direct bearing on the quality of education.

Qualified Technical Staff working as a Lab. Assistants, Lab. Technicians, Technical Assistants, Programmers, Computer operators, Instructors, demonstrators who train the students in a laboratory have negligible importance in the vision of the colleges, universities, DTE, UGC & AICTE and MHRD, and they are treated as Non-Teaching at par with administrative & others supporting staff.

The present practice for providing technical supporting staff is to specify that, the cost of hiring such staff should be a certain percentage of the cost of hiring the teaching staff. Such artificial norms are no longer adequate. Technical supporting staff should be provided on need-based norms.

At present there is short provision for training and development of technical staff under quality improvement programme. With change in the instructional and developmental processes and the utilization of more sophisticated and delicate instruments and equipment, the need to train and develop this category of staff is being felt acutely.

Although laboratory work has a crucial and specific role to play in engineering education, so far not much work has been done for the improvement of laboratory instruction. To meet diverse requirements and challenges in the profession, a Technical Staff will have to be provided facilities for his continuous education and for acquiring new competencies. Advanced technical courses would be useful in this context. There is need for a change in the philosophy. The schemes for the training of technical supporting staff, on the same lines as the QIP schemes for teachers, should be started soon. No attempt at quality improvement would, therefore, be complete without giving due attention to this category of staff.

By considering the significant role of Technical Staff in higher technical education, MHRD/AICTE should lay down the norms and standards with prescribing their Pay Scales, Service Conditions and Staff Pattern uniformly all over the country.

Really its need of time to take care of teachnical staff teaching in the laboratories of non-government engg. colleges. One can realize that in Indian democracy how the underestimation / overlooking / skipping the responsibilities is still going on. And this is happening in computer networked, RTI era and that also in the existance of centralized appex bodies like MHRD / AICTE / UGC and DTE at state government level. Really a shameful thing to mention that in which direction the higher technical education is going ? Is it for technological developments on all fronts ? or Only for the building up the carrear of class room teachers in higher technical education.

Recent publication of aicte shows sky touching revised pay hike for class room teachers. On other hand, not even defined pay scales and service conditions for technical staff teaching in laboratories, even though science graduate laboratory staff have been given the teachers status by hon'ble SC as per the judgement on Appeal (Civil) 2906-2907 of 2001 Dtd. 20/04/2001 in the same professional stream.

Will MHRD OR AICTE take serious congizance of atleast above Supreme Court landmark judgement.

I am Engineering graduate working in Engineering College from last 15 years. Presently I am teaching in laboratory as a Technical Assistant in Computer Department. Presently I am having fifth Basic Pay of 5500-9000. Can any body help me about exact basic pay for the above post in govertment educational institute or non govetment education institute and also what is the basic pay band and grade pay in Six pay?

AICTE which handles and controls all the institutions in the country but forgot to specify pay norm and illigibility qualification for the non teaching staff in those institutions, but has paid highest attention to specify pay norms and illigibility qualification for the teaching staff. some times the non teaching faculty is highly skilled and well qualified compared to teaching faculty. Why does AICTE endorose the institutions with AICTE norms and UGC norms when it doesn't care to specify norms for the non teaching faculty...........????????????

i took medical ground leave for 1 year without burnishment.but the management gave burnishment the time of promotion. however one staff and me joint 5days diff. but i!m the senior,and i expeienced 7 years with diplamo from he. eventhough they promot he (reason:im the loss of pay canditate.he got diplamo at last sem, but may i know this is right or wrong. please send ur commends at rexsabitha@gmait.com.

Technical education , Collegiate education and other state government organization doesn't care about technical category. Mostly education department top to bottom level officials destroy the technical setup. And the the technical people treated as their servant. The government also give importance to the fact of latest scientific arrivals. It is very bad condition to our nations development. Definitely technical people fight against this justification by the government and its hierarchy.

Continuous representations should reach to AICTE from the Technical staff so that certain amount pressure would be developed to frame the precised norms and standards regarding the Technical staff pattern and their respective Pay scales.

Supporting staff is divided in groups like Workshop staff, Lab assistant, Tech. lab assistant, curator & others. Govt, DTE is playing game like British, divide and rule. no one thinking about we staff. Please guide the authentic way to us

Regarding the Scales of technical posts, there is a vast query from technical staff.

The Scale of the of Lab ssistant/Technical Assistant/Lab Instructor/Computer operator/computer Programmer varies as per the qualifications required for the post.

Designation may be the same.

Some Fifth pay scales are given here:

1) Lab Assistant not possessing SSC (Science) qualification i.e. SSC (without Science) or 7,8,9th Pass. - 3050-4590

2) Lab Assistant : SSC (with Science) - (3200-4900)

3) Lab Assistant : SSC (with Science) and minimum experience of 3 years in the lower post (above Sr.No.2) - (4000-6000)

4) Lab Assistant : SSC + Technical Qualification prescribed by the Competent Authotity i.e. SSC + ITI - (4000-6000)

5) Lab Assistant : SSC ( ITI) + minimum experience of 3 years in the lower post i.e.(above Sr.No.4) - 4500-7000

6) Lab Assistant : A diploma in appropriate discipline with 2 years experience in a similar laboratory OR a National Trade certificate i.e. ITI in the appropriate discipline with five years experience in a similar laboratory - (4500-7000)

7) Lab Assistant : Diploma holders in the appropriate discipline with 5 years experience - (5500-9000)

8) Technical Assistant/Lab Instructor/Computer operator : A graduate in Science with Certificate course in Computer operations or Diploma/Post-Diploma/Post-Graduate diploma in Computer Programming - (5500-9000)

9) Computer Programmer : First class Diploma/Post-Diploma/ Post-Graduate diploma in Computer Programming with 5 years experience. REVISED Master degree in Computer Science OR BE/BTech in Compupter Science & Engineering OR MCA with 2 yrs Exp. OR Post Graduate Diploma in Computer Science with 7 years Experience - (8000-13000)
